GRANT
PROGRAM GUIDELINES
The Wood County Solid
District provides assistance to local communities to support residential
solid waste reduction programs. To receive grant funding, a government
must submit an official resolution whereby the local government agrees
or disagrees with the current solid waste plan.
There are three grant classifications:
- Residential Recycling
- Capital Equipment and Projects
- Buy Recycled

RESIDENTIAL RECYCLING
- Every local government entity is eligible to receive support for
an ongoing residential recycling collection program. The total amount
of funds available is based on the current U.S. census total for the
jurisdiction. The present amount is $1.00 per person.
- Local governments may combine their funds to pay for services
(example: A village and two or three townships pay a group to collect
recyclables at a central drop-off point).
- To receive funding collection of as many residential recyclables
as possible, must be done at least once per month (or more often).
Collection can be at a central drop-off point or curbside.
- Ongoing funding requires the collection to be maintained and all
annual reports to be submitted by March 31 as required by the Solid
Waste District. This includes a report on the items and volumes
recycled from the residential recycling program and any other required
report. If these reports are not filed within the following calendar
year, the jurisdiction will not qualify for current year funding.
- Residential recycling collection grants are limited to the $1.00
per person amount.

CAPITAL GRANTS
- Capital grants are available to assist with residential yard
waste reduction programs.
- Local governments may request funds to purchase a leaf vacuum
and/or a wood chipper to divert yard waste from solid waste
landfilling.
- The amount is limited to $15,000.00 per piece of equipment and
is available only once for each piece of equipment.
- To qualify, local governments must agree to annual reporting
of the amount or weight of materials collected and must continue
the program on an ongoing basis.
- Services of brush chipping and leaf collection must be
provided for community residents not just public facilities.
- Capital grants are also available to support public non-profit
facilities, which provide locations and processing services for
residential recyclables and yard waste. Where necessary this will
include funds for labor support however there must be total public
access.
- Capital grants are also available to public schools to support
recycling collection programs. The Solid Waste District has
developed a program whereby Community Employment Services (Wood
Lane) collects recyclables from all local school district
buildings in Wood County.
- Capital grants are also available for infrastructure
improvements (such as roads), which are directly related to solid
waste facility operations. Due to limited funds availability these
have been approved on an annual basis but funds can be escrowed
and accumulated for future improvements. Only entries with solid
waste facilities are eligible in this area of funding.
- The total amount granted annually is dependant on solid waste
fees. Residential recycling support is first priority in order to
maintain the access goal set by the state and the Solid Waste
District plan. These funds will be available the first of each
year after all previous year reports are received. The capital
grants application deadline is July 1st for major requests. Minor
requests may be allowed and approved administratively at any time
as needs are identified and funds allow.
- The above are general guidelines and may be changed or waived
at any time as situations change or vary. The intent is to be as
flexible as possible while proving assistance that keeps the
district in compliance with all requirements and is equitable as
possible to all local government entities.

BUY RECYCLED
Objective
The objective is to encourage and demonstrate use of recycled
products.
Eligible Entities
All Wood County local government entities.
- The Solid Waste District will provide limited funding for the
purchase of products containing recycled content. At this time, the
amount will be limited to $1,000.00 per entity. Preference will be
given to those applications, which also involve proper collection of
waste materials (trash containers) or collection of recyclables at
public locations and facilities. In addition, preference will be given
to items that contain materials with limited markets.
- The purpose of this program is to encourage use and testing of
recycled content materials to determine if they perform as well as or
better than items without recycled content. It is the hope that those
items that perform will be considered for purchase from local
community funds in the future.
- Some of the possible items funded might be the following (this
list is not all inclusive and other items may be proposed)…
- Signs
- Recycling collection containers
- Trash collection containers
- Flooring or carpet
- Park benches or picnic tables
- Parking stops
- Playground equipment
- The amount of awards will be determined by funds available and
allocated after grant requests are received. A list of awards will be
kept and it is the intent to fund each qualifying community request
before a second grant from this program.
- Payment will be on a reimbursement basis upon submission of a
receipt and documentation of payment. Direct payment from the Solid
Waste District can be made if local funds are not available for
initial purchase.
- This program is an initial offering of support and funding for
local communities to promote the purchase and use of recycled content
products. The Solid Waste District reserves the right to modify the
program as necessary to meet this objective and to allow all
communities an equal opportunity to receive funding.
- Innovative requests are encouraged and will be evaluated based on
the objectives of the program. It may be necessary to allocate funds
based on a drawing of entries if qualified entries exceed funding.
Those entities who receive funding will not be eligible again until
all other qualifying submitted requests are funded. The intent is to
have recycled content products used and tested in all Wood County
communities.
- Deadlines and grant guidelines are the same as the Capital Grants
Program. However, if the District does not receive documentation for
reimbursement by May 1st of the following year, the buy-recycled
project funding will be diverted to other Solid Waste District grant
projects.
- The Solid Waste District has information on recycled content items
and will be glad to provide this information.

DEADLINE / GRANT APPLICATION
- Per capita funds will be released upon receipt of reports for
the previous year. If the reports are not received within the
following year, the jurisdiction will not qualify for current year
funding. All reports must be turned in to re-qualify for funding.
- Capital grant equipment and project requests must be received
at the Solid Waste District Office by 4:30 P.M. on May 1st of each
year or the last regular day of business before May 1st if the
date occurs on a Saturday, Sunday, or holiday. Applications
received after the deadline date will be rejected. The application
must be physically received at the Solid Waste District Office.
Applications received after the deadline with prior date postmarks
will not be accepted.
- Proper solid waste disposal is a condition of any solid waste
district grant. Entries that do not comply with laws and
regulations, or generally accepted disposal practices, may be
ruled ineligible until they are in compliance.
- A resolution concerning the Solid Waste District Plan must be
received or on file for all local government entities in order to
qualify for grant funds.
- A resolution approving the application for capital grant
funding or buy recycled funds is required from the local
government or non-profit organization. The resolution should state
the amount of funds requested and how they would be used.
- All grant reports from previous grant funded projects must be
submitted and received by the Solid Waste District Office by the
May 1 grant deadline for any new grant request to be considered.
Entities with reports outstanding will not qualify for
consideration of additional grant requests.
